WATER/SEWER MAINTENANCE TECHNICIAN

STARTING SALARY: $35,756.38

The Water Operations Department is seeking a qualified individual to serve as a full-time Water/Sewer Maintenance Technician. 

Essential Duties and Responsibilities: 

  • Performs numerous general maintenance and construction tasks at the semi-skilled level to include assisting in the building of catch basins and manholes.
  • Performs maintenance and repairs to water distribution system to include repair and installation of water mains and service lines, install water taps and service, install meters and meter boxes, install and repair water valves and general maintenance of the water distribution system
  • Performs maintenance and repairs of the sewer collection system to include repair and maintenance of sewer mains and service lines, cleaning and jetting of sewer lines, installing sewer taps and general maintenance of the sewer collections system.
  • Cuts and repairs various types of pavements.
  • Other duties related to the installation, maintenance and repair of water distribution, sewer collection and stormwater infrastructure.
  • Makes daily checks of sewage lift stations for operating condition.
  • Maintains accurate records of materials, equipment and supplies used.
  • Cleans lift station sites as necessary.
  • Reports need for lift station maintenance.
  • Operates heavy and specialized equipment.
  • Assists in lift station maintenance.
  • Cuts water on and off.
  • Performs periodic scheduled and unscheduled maintenance.
  • Tact and courtesy are required in dealing with the public.

Minimum Qualifications: 

  • Completed high school or trade school.
  • Experienced in maintenance and operation of water distribution and sewer collection systems.
  • Valid NC Class B Commercial Drivers License with acceptable driving record.
  • Ability to successfully complete a valid Grade I Water Pollution Collection System Operator and a valid Grade C Distribution System Operator course within one year of employment.

Police Patrol Sgt.

STARTING SALARY: $52,908.48 

The Spring Lake Fire Department is seeking a qualified individual to serve as a Police Patrol Sergeant. All are welcome to apply if they meet the minimum qualifications required.

Supervision Received:

Works under the direct supervision of the Police Lieutenant.

Supervision Exercised:

Exercises general supervision over subordinate officers and may supervise support staff.

Essential Duties and Tasks:

  • Supervise officers in their assigned duties.
  • Oversees and will personally participate in investigating criminal law violations occurring within the jurisdiction of the department, obtaining evidence and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.
  • Supervise the scheduling and coordination of shift changes.
  • Reviews a variety of police related reports prepared by subordinate officers or others.
  • Evaluate officer’s arrests based on circumstances and evidence to determine whether subject will be detained or placed in jail.
  • Makes day-to-day police assignments as required by the needs of the service. Makes plans about individual tactical matters such as equipment to be used for particular operations or the detailed plans needed for investigation. Develop new approaches to investigate problems.
  • Determines how to deploy personnel during emergency responses.
  • Maintains contact with police supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about Department activities.
  • Maintains contact with general public, court officials, and other Town officials in the performance of police activities.
  • Conduct periodic performance evaluations and planning sessions for assigned personnel. Counsels assigned personnel on job performance and disciplinary matters.
  • Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.
  • Carries our duties in conformance with Federal, State, County, and Town laws and ordinances.
  • Oversees and assists, as needed, in the patrol of town streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, prevent or detect and investigate misconduct involving misdemeanors, felonies and other law violations, and to otherwise serve and protect.
  • Oversees and assists, as needed in response to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action.
  • Prepare a variety of reports and records.
  • Reviews, evaluates, and develops programs for various department operations.
  • Assists in the preparation and administration of the department budget.
  • Performs other duties as required.

Essential Duties and Tasks:

  • Interrogates suspects, witnesses and drivers; preserves evidence, arrests violators, investigates and renders assistant at scene of vehicular accidents, summons ambulances and other law enforcement vehicles; takes measurement and draws diagrams of scene; conduct follow-up investigations of crimes committed during assigned shift; seeks out and questions victim, witnesses and suspects.
  • Develops leads and tips; searches scene of crimes for clues; analyzes and evaluates evidence and arrests offenders; prepare cases for giving testimony and testifies in court proceedings.
  • Coordinates and supervises the training, assignment, development of subordinate police officers.
  • Coordinates activities with supervisors or other Town departments, exchanges information with officers in other law enforcement agencies, and obtains advice from the Town Attorney, Court Administrator, Municipal Prosecutors Office regarding cases, policies, and procedures.
  • Analyzes and recommends improvements to equipment and facilities, as needed.
  • Assist citizens with such matters as locked or stalled vehicles, crime prevention, drug resistance, traffic safety, etc.
  • Monitors and observes patrol or investigative activities to ensure that conduct and performance conforms to department standards.
  • Schedules and conducts meetings.
  • Maintains departmental equipment, supplies, facilities.
  • Maintains liaison with community groups.

Knowledge, Skills and Abilities:

  • Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment.
  • Skill in operating the tools and equipment listed below:
  • Ability to learn the applicable laws, ordinances, and department rules and regulations; ability to perform work requiring good physical condition; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with subordinates, peers and supervisors; ability to exercise sound judgement in evaluating situations and making decisions; ability to follow verbal and written instructions; ability to meet the special requirements listed below; ability to learn the Town’s geography.

Minimum Qualifications:

  • Completion of High School
  • Completion of Basic Law Enforcement Training
  • Supplemented law enforcement training preferred
  • Five (5) or more years of law enforcement experience

  • Must hold a certification as a law enforcement officer in accordance with the North Carolina Criminal Justice education and Training Standards Commission

Work Environment:

Work involves dealing with the public on a daily basis and being able to perform their duties professionally with confrontational subjects. Will be working indoors with climate control and outside with exposure to inclement weather conditions.

SANITATION TECHNICIAN

STARTING SALARY: $41,080.00

The Town of Spring Lake is seeking to hire a dependable and hardworking team player as an addition to the Sanitation Department. This position will be required to share responsibilities in operating heavy, motorized equipment used for the collection of solid waste/yard debris as well as loading trash, recycling, yard waste and white goods into appropriate equipment. This position will operate under the direct supervision of the Public Building Director with general supervision performed by the supervisor.

Essential Duties and Tasks: 

Operates a variety of heavy motorized equipment used in the Sanitation industry, including rear load and knuckle boom trucks in the collection of solid waste, recycling, brush, and white goods along specified routes in residential zones as well as the downtown commercial district.

Safely drives on pre-established routes providing timely pick up of solid waste and recycling by placing it in the back of a rear load truck either manually or by pushing toter or tipper; lifts and carries trash bags, bulk items and containers to the truck for disposal; climbs onto and off of the rear truck step to collect waste; operates the packing mechanism to compact waste into the truck; unloads refuse trucks at the landfill, transfer station, recycling center or similar facility.

Ensures all garbage and recycling are picked up and transferred properly; clean-up of scattered refuse and recycling; cleans up the area around accidental waste/debris spills and ensures citizen’s containers are replaced properly with no damage; customer service requests may require back door service pickups; places tags on improper refuse containers and waste.

Exhibits a positive attitude towards co-workers and departmental goals while being a team player; provides excellent customer service to residents to include answering questions they may have or directing them to contact the necessary personnel.

Performs daily pre and post trip inspections on the truck reporting any needed repairs or maintenance; assists with repair/maintenance when necessary.

Performs preventive maintenance on equipment, such as checking and filling fluid levels and greasing as necessary.

Maintains a clean vehicle both inside and out; cleans behind the compactor blade with shovel and hoe, sprays and cleans the hopper and truck weekly and as needed; maintains clean parking area.

Reports any safety or customer service-related issues immediately.

Prepares, maintains, and submits required company and regulation mandated reports, documents, and logs; completes, collects, and provides daily paperwork and information to supervisor including weight tickets and inspection reports. 

Additional Job Functions:

Performs all positional work functions in the Sanitation Division and Public Works Department as needed.

Must comply with all Department of Transportation and State requirements concerning operational requirements of commercial motor vehicles.

May be required to work weekends, holidays, emergency situations, or special events as needed.

Performs any additional job duties that may be assigned by the Supervisor or Director.

Education & Experience: 

High school diploma or equivalency with at least one (1) year of heavy equipment experience with preference including solid waste collection. 

Licensing and Certifications:

Valid North Carolina Commercial Driver’s License (Class A or B). 

Skills:

Ability to work independently with limited supervision.

Ability to develop and maintain effective working relationships as required by work assignments.

Ability to think creatively in all areas for the purpose of increasing efficiency and effectiveness.

Ability to communicate effectively in verbal and written forms.

Ability to analyze situations to pinpoint problems and assist with solving problems or identifying sources of obstacles.

Ability to maintain written records and service responses.

Physical Work Requirements/Work Environment:

Very Heavy work involves exerting more than 100 pounds of force occasionally, or more than 50 pounds of force frequently or more than 20 pounds of force constantly to move objects; physical demand requirements are in excess of those for heavy work. This position requires visual and audible acuity to include the ability to reach above the shoulder, twist, bend, stoop, repetitive movements of elbows (handling), repetitive movements of wrists (fingering), squatting (crouching), kneeling, and climbing.

Physically able to push or pull independently (unassisted) 50 pounds between 800 and 1000 times per day.

Physically able to lift independently (unassisted) 50 pounds from the ground to waist height between 800 and 1000 times a day.

Physically able to get up and down from the cab of a commercial motor vehicle between 800 and 1000 times a day.

Physically able to bend at the waist and knees between 800 and 1000 times a day.

Physically able to work in a variety of environmental conditions concerning temperatures and weather variations to include heat, cold, snow, rain, wind, fumes, odor, and dust.

The employee may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.

BUILDING INSPECTOR LEVEL II/MINIMUM HOUSING INSPECTOR

STARTING SALARY: $52,826.49

The Inspections Department is seeking a qualified individual to serve as a full-time Building Inspector Level II /Minimum Housing Inspector.

Essential Duties and Responsibilities:

  • Performs field inspections and re-inspections of residential and commercial facilities for compliance with State Building Codes and Town ordinances for both new and existing buildings.
  • Reviews plans for code compliance with state building codes and Town ordinances. Prepares written comments referencing finds.
  • Participates in plan review meetings 
  • Conducts Live Remote Inspections. 
  • Interprets and reviews building permit applications and subsequent installation for code compliance.
  • Approves buildings for certificates of occupancy and systems for certificates of compliance.
  • Maintains detailed inspection reports and enters information in the database.
  • Works with other departmental staff to resolve and analyze complaints, violations, and other enforcement issues. 
  • Building Inspector II may assist with training new inspector hires.
  • Receives complaints regarding defective construction and handles enforcement problems.
  • Issues warnings and stop-work orders where construction is not in compliance with the NC state codes or laws.
  • Answers questions from and provides technical assistance to private citizens, contractors, design professionals, and developers. 
  • Responds to and investigates complaints regarding violations of State Building Codes.
  • Testifies in court on code violation cases.
  • Learns to use the software associated with duties.
  • Responds to natural disasters and participates in damage assessment.
  • Inspects structures for Minimum Housing Ordinance violations.
  • Attends schools and conferences to maintain current certifications and knowledge of codes and methods and materials used in constructing buildings.
  • Inspects abandoned or defective buildings; notifies owners of the need for corrective action; condemns hazardous buildings.
  • Inspects all mobile homes which move into or to the Town limits for proper installation, electrical and plumbing connections, or disconnections.
  • Ensures ordinances pertaining to mobile homes are enforced.
  • Ensures the zoning and subdivision ordinances are enforced; makes inspections as needed.
  • May occasionally perform weekend inspections. (As needed)
  • Completes state-required annual continuing education training for certification maintenance. 
  • Issues all permits as needed when staff is absent.
  • Performs other duties as required.

Minimum Qualifications:

  • General knowledge of all types of building construction materials and methods, and of stages of construction, when possible, violations and defects may be easily observed and corrected.
  • General knowledge of State building and related codes, laws, and ordinances; ability to detect poor workmanship, inferior materials, hazards of fire, and collapse.
  • Ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in process.
  • Must be able to operate a personal computer and an iPad. Must have the ability to learn applicable software.
  • Must be able to establish and maintain effective working relationships with building owners, contractors, associates, and the general public.
  • Must possess North Carolina Level II Standard Certifications in Building, Plumbing, Electrical, and Mechanical.
  • Valid NC State Driver’s License.
